Measure both feet late in the day, when feet are at their largest, and go by the longer foot.

Foot length stand on paper with your heel against a wall, mark the tip of your longest toe and measure heel to mark.

Conversions are typical: fit differs between makers and styles. Where a product lists its own sizes or foot lengths, go by those; for kids, compare foot length with the product chart.
